I am directed by the Marquess of Salisbury to transmit herewith, to be laid before the Secretary of State for the Colonies, for any observations which he may have to offer thereon, copy of a Despatch from the British Consul at Saigon, calling attention to the prevalence of false smuggling of opium on vessels from Hong Kong to that port, carried on, is alleged, with the connivance of the French authorities.
